This crossing is one of about 15 left in southern Wisconsin still guarded by WRRS Harpes wigwags. The mechanical bell appears to be a Griswold or RACO, and it rings quite fast.

The wigwags "false started" as the locomotives approached the crossing while switching cars nearby, then stopped when they backed away. Later they started again when the train actually did go through the crossing.
