These signals are painted a very dark green. I thought at first that they were black. Pictures 2 and 3 show the signals activated, although they don't look like they're on, they are.

Even the relay box is painted black! Picture 8 shows all 4 mast signals flashing at the end of the train. There is only 1 General signal electronic bell here at this crossing.

 

More information: The train tracks run down Hancock St, and parallel Broad St, like shown above. There are lots of other crossings like this, and more will be added over time. Also, the traffic lights stay a solid red on Broad, while the lights stay green on Hancock for the entire duration of the train crossing.

 

Also, the latest FRA report from 2006 says this crossing is in a quiet zone. Street View shows no quiet zone signs, so I'm going to say that report made a mistake.
